European Commission: Licenses for Europe

Stakeholder dialogue complete; recommendations finalised.


The European Commission set up Licenses for Europe to provide a forum for stakeholders to discuss the complexities of online content distribution in Europe.  Consumers and representatives from a range of industries (including internet service providers, tech companies, cultural bodies and content providers) have provided input and suggestions for self-regulation.

The stakeholders worked together to create a number of roadmaps and statements covering such topics as:

  • Cross-border portability of subscription services.
  • Easier access to print and images
  • Easier licensing for music
  • Easier text and data mining of subscription-based material for non-commercial researchers 
  • Improved availability of e-books across borders
  • Improving identification and discoverability of audio-visual content online
