Europe and VAT on ebooks

EC Action Plan sets out commitment to reduce VAT rates.


Across Europe VAT is currently paid at different rates for print and e-books (with e-books liable for a higher rate because they are classified as an electronic service).

However, the European Commission (EC) is committed to allowing member states to reduce VAT on e-books.  In a newly published Action Plan the EC states it wishes to address this unequal treatment and will “attempt to align VAT rates policy for e- publications across the EU.”

The EC will consult with member states ahead of further new legislation due in the autumn of 2016.
