France: 'tablet tax' to fund cultural projects

French politicians are considering a tax on sales of smartphones and tablet devices.


France pursues a 'cultural exception policy' which sets out to protect French creative works.  Against this background, the French government has been studying the rise of digital content and its potential impact on France’s culture.   

A proposed 1% tax on tablet and smart devices reflects the fact that consumers spend more on devices than on content and that digital content is often "beyond the reach of taxes".
