Netherlands: new public library law

New law outlines the role of public libraries in the digital age.


The new law defines the functions of public libraries and the scope and aims of digital services.  It also provides for closer integration between public libraries and the Dutch Royal Library (KB).

The role of public libraries defined

  • To make available knowledge and information
  • To facilitate learning
  • To promote reading, art and culture
  • To organise social encounters and debate

Their activities should be guided by principles of independence, accessibility and credibility.
