Elsevier in Germany: no deal reached

Publisher continues to offer uninterrupted access to paywalled content.

Instead, they had formed a consortium which was seeking to negotiate a collective deal that would reduce the subscription price for each institution. No agreement has been reached.

Elsevier says it is planning to continue discussions in 2018.
